This tutorial assumes a basic working knowledge of PSP. I use X16 but any version will do.
Scrap kit is PTU by me, Tagcatz Design, called Winter Blues and is available at Scraps & Company HERE And at Hania's Design Store HERE And at PicsForDesign <"" target="_blank">HERE
The cats are a multi layered tube from Lorri Kajenna and is available at PicsForDesign HERE
The mask is FTU from Moonbeams & Spiderwebs and you can get it on her blog HERE It is mask 65
You'll need the plugin Eye Candy 4000, Gradient Glow and you can get that HERE

Install your plugin before beginning
Put the mask in your PSP Masks folder
Open a new transparent image 700 x 700
We'll resize later
Open paper 6, resize to 700 x 700, copy, close and paste as new layer
(I'm not going to keep repeating copy, close and paste as new layer since I know that you know that!)
Merge group
Duplicate this layer
With your pick tool, pull the top down so the layer is about this position:

You may want to adjust that a bit later once we have the cats on the tag, but that's good for now
Open element 72, and move up just a bit
Click your group layer to activate it
Open element 32, resize to 260 width and move to the top right so part of it is above the frame
Erase any parts visible inside the frame
Open element 42, resize to 360 width and move up so part is above the frame
Again, remove any part inside the frame
Activate your frame layer
Open element 4, copy, close and paste as new layer
Activate your frame layer again
Open element 68, resize to 270 width and move to the right side of the frame and down a bit
Open element 9
Select the links at the top and edit cut, then deselect - to get rid of the chain
Resize to 165 width and position at the bottom right of the frame
Open element 53, resize to 300 width and move to the top right of the frame
Open element 7, resize to 170 width and move over the middle of the bow
Activate your trees layer
Open element 22, resize to 195 width and move to the bottom left of the frame
Open element 10, resize to 140 width and move to the bottom left, in front of the snowman
Open element 26, resize to 200 width and move down and left, overlapping the skates a bit
Open element 52, resize to 300 width and move down in front of the skates
Open your Lorri Kajenna tube, choose the layers you want and resize to about 500 width
Move down - and now you want the cats to "sit" on the layer of the mask that you reduced in size so adjust accordingly!
Open one of the birds and resize quite small and put at the top left of the frame
Image, resize to 600 x 600
Duplicate your group layer - the full size one, not the altered one
Go through your layers and add drop shadows to your elements
I used 0, 3, 30, 8, black
If you want to resize smaller, do that now before adding any text
Add the copyright info and license number for the Lorri Kajenna tube
Effects, plugins, Eye Candy 4000, gradient glow:
On the color tab choose white
On the basics tab: 7, 25, 100, draw box checked
Lower the opacity of this layer to 70% For my text I used Robs Pickles, #535d65
I gave it the same gradient glow, except changed overall opacity to 70
Merge visible and save as a png file
