This tutorial assumes a basic working knowledge of PSP and AS. I use X5 but any version will do.

No scraps are used for this tut. Everything you'll need is in the supplies.
The woman image is copyright to Elizabeth Austin and is available for purchase from CDO HERE

The animation is PTU from Sophisticat Simone, Package 48, and is available for purchase from CDO also.
Plugins you'll need:
Mura's Meister - Copies; Simple - Horizontal Grain; Mura's Seamless - Shift At Wave and Emboss At Alpha; Greg's Factory Output Vol II - Pool Shadow; and all are available for download HERE

Install your plugins before beginning
Open a new image 600 x 250 and flood fill with #250a43
Open your Elizabeth Austin tube, copy and close
Paste as new layer
Effects, plugins, Mura's Meister - Copies:

Adjust blur, gaussian blur, 8
Layers, properties, overlay 70%
Effects, plugins Simple - Horizontal Grain
Paste as new layer and move her to the left side - I reduced her in size just a bit
Paste as new layer, flip horizontal (mirror) and move to the right side
Layers properties, overlay, 40%
Crop to 600 x 250
Click your background layer to activate it
With your foregound the d_goldfold pattern, and the background #250a43, use your preset shapes tool, rectangular, to pull a thin line right across the tag
Convert to raster
Duplicate this layer and then move it down slightly
Duplicate again and move down slightly
Merge these three line layers into one layer
Effects, plugins, Mura's Seamless - Shift At Wave:

Add the French Quarter and music notes and move over top of the wave
Open the flowers and copy the flower layer
Paste as new layer and move to the left side
Drag below the lady layer
Layers, properties, luminance legacy
Click your top layer to activate it
New raster layer
Select all
Selections, modify, contract 5
Selections invert
Flood fill with #250a43
Effects, plugins, Greg's Factory Output Vol II, Pool Shadow - default settings
Deselect
Go back through your layers and add drop shadows - I used 3, 3,40, 5, black
On the wave, I also did -3, -3, 4-, 5, black
Add your copyright info and license number for the Elizabeth Austin tube
For my text I used the d_goldfold pattern in the background, null the foreground
Give your text a small drop shadow - I used 2, 2, 30, 2, black
Effects, plugins, Mura's Seamless, Emboss at Alpha - default settings except change emboss to 90
Merge your bottom two layers into one layer
Copy this layer and go to AS and right click to paste as new animation
Duplicate until you have 16 frames
Minimize for now
Open animation 143 from Sophisticat Simone's package 48
Edit, select all
Animation, resize animation to 268 x 250
Edit, copy and then close
Maximize your background frames
Edit, select all
Make sure your slider is all the way to the left so Frame 1 is on your screen
Edit, paste into selected frame (frame 1)
Position towards the lower right and click once to set it in place
Edit, paste into selected frame (frame 1)
Position above and to the left of the first animation and click once to set it in place
Minimize for now
Back to PSP and close the eye on the merged background layers
Click any other layer to activate it
Edit, copy special, copy merged
Go to AS and right click to paste as new animation
Duplicate until you have 16 frames
Edit, select all
Edit, copy and then close
Maximize your background animation frames
Edit, paste into selected frame (frame 1)
Position and then click once to set it in place
Save as a gif file and you're all done!
