This tutorial assumes a basic working knowledge of PSP and AS.

Scrap kit is by DnScraps called Rebel Pink and is available at Scraps 'n Company HERE
The animation is from SophisticatSimone and you can get it at CDO HERE It's one of three animations in this package.
The woman is copyright to Verymany and is available HERE
You'll need the plugin Eye Candy 4000 - Gradient Glow and you can get that HERE
The mask is FTU from Moonbeams & Spiderwebs, available HERE It's mask 66
Install your plugin before beginning
Put the mask in your PSP masks folder
Open a new transparent image 600 x 600 and flood fill with white
Open paper 1, resize to 600 x 600, copy, close and paste as new layer
Load your mask with source luminance, fit to canvas and hide all mask checked
Merge group
Flip vertical
Open the doodles, flip vertical and resize to 500 width
Move to the top left
Open the disc, resize to 400 width, copy, close and paste as new layer
Open the diamonds frame, resize to 510 width, copy, close and paste as new layer
Open the corset, resize to 250 width, copy, close and paste as new layer
Move down a bit and to the left side, then rotate left just a bit
Open flowerss, flip vertical, resize to 320 width, and move to the top right
OPen lipss, resize to 130 width and move to the left side, overlapping the corset
Open cars, resize to 510 width, move down and to the right a bit
Open cupcake, resize to 150 width and move down and to the left, overlapping the corset and the front of the car
Open the shoe, resize quite small and put in front of the cupcake
Open your Verymany tube and choose the layers you want
I had to resize also
Move to the bottom of the tag
I also added a drink and the candy in front of the girl - resized very small
Add drop shadows to your elements
I used 0, 3, 30, 5, black
Add the copyright info and license number for the Verymany tube
Convert to raster
Effects, plugins, Eye Candy 4000, Gradient Glow
On the color tab choose white
On the basic tab, 7, 25, 100, draw box checked
Reduce the opacity of this layer to 60% For my text I used Maratre, black in the foreground, #ce3c87 in the background, stroke with 1
I gave it the same gradient glow as the CR, but lowered overall opacity to 80
Starting with the diamonds frame, merge down to and including the white background layer
Copy this merged layer and go to AS
Right click to paste as new animation
Duplicate until you have 13 frames and then minimize for now
Open the music notes animation from SophisticatSimone
Edit, select all
Edit, copy and then close
Maximize your tag frames
Edit, select all
Edit, paste into selected frame - always frame 1
Position and then click once to set in place
Minimize for now
Back to PSP and close the eye on the merged layer
Click any other layer to activate it
Edit, copy special, copy merged
Go to AS and right click to paste as new animation
Duplicate until you have 13 frames
Edit, select all
Edit, copy and then close
Maximize your tag frames
Edit, paste into selected frame - again frame 1
Position and then click once to set in place
Animation, frame properties, change to 20
If you wish to resize, click animation, resize animation and choose the size you want
Save as a gif file
